Chan-Yuan is presently a faculty at Institute of Technology Management, National Tsing Hua University (NTHU) of Taiwan. He received his Ph.D from the Faculty of Economics and Administration at University of Malaya, Malaysia. He had assumed a postdoctaral stint at the Department of Urban and Regional Planning at Chulalongkorn University of Thailand and served as Senior Lecturer at University of Malaya from 2011-Aug 2018. During his tenure at University of Malaya, he held several consulting appointments at Malaysia's Ministry of Science, Technology and Innovation (MOSTI), Malaysian Industry-Government Group for High Technology (MIGHT), Multimedia Development Corporation and IDRC (Canada)-sponsored research entities in Asia. He has also held several visiting positions in Asia and Europe including visiting fellow at the UNU-MERIT of the Netherlands in 2015 and researcher at Seoul National University, Korea in 2017. He has published extensively on the topics of catch-up industrialization, governance issues in middle-income economies and scientific publishing/patenting competencies.

Chan-Yuan joined Institute of Technology Management of NTHU in Sept 2018. He conducts research in the areas of scientometrics and innovation studies. The followings are courses he has taught at NTHU.
