Lecture Abstract:

As artificial intelligence systems become foundational to modern societal infrastructure, governance has shifted from a theoretical debate to an urgent global
priority. This talk, "Regulating AI?", explores the opportunities and complex challenges of imaging governance frameworks in the regulatory states and
international public order.

The central dilemma of contemporary AI governance is balancing public safety, human rights, and democratic integrity with drives for progress and technological
innovation. Traditional regulatory tools often struggle to keep pace with rapid digital iteration, creating a critical governance gap.

This talk examines models of AI regulation: llaissez-faire, risk-based, adaptive tools, cross-sector collaboration, private regulation and the like. Ultimately, sustainable AI
regulation is to build public trust, demanding polycentric and participatory mechanisms that protect the public good in social alignment while maintain responsible innovation.

About the Speaker:

Professor Jiunn-rong Yeh (TSE Chair Professor; National Taiwan University Chair Professor; Professor Emeritus, National Taiwan University) is known for his policy science approach to various law and policy issues, including constitutional change, environmental policy and regulatory processes. He was Chair Professor and Vice Dean of the College of Law, National Taiwan University, in charge of academic affairs and international collaboration. Professor Yeh has played a significant role in Taiwan’s constitutional and regulatory development and has held several senior government positions, including Minister of the Interior and Minister of Education. He has taught and held visiting positions at leading institutions including Harvard, Columbia, Duke, Toronto, and Melbourne. His extensive publications include The Constitution of Taiwan: A Contextual Analysis (Hart, 2016) and  Asian Courts in Context (Cambridge University Press, 2015, co-eds with Wen-Chen Chang).
